Anyone who says something to that effect should immediately be asked how long they believe these investigations typically last, then informed of the truth (something like 2 or 3 years on average?) and finally asked if they still think it's taking unreasonably long time.

Most people are impatient and don't know what's reasonable to expect. See eg. the confused outrage on the other side of the pond where Brexiters and their victims are having to come to terms with the painful realization that trade agreements take years to conclude and implement.
