because they picked up where the others left off. So you're saying if someone were hurting somebody else, and then said "you take over" you'd continue to do it? Because someone else started it, why is it YOUR responsibility to stop?
.... Being free to leave would mean they run our streets. No telling what could happen to them. We can't afford to put them in the foster care system. We can hardly take care of ourselves with this shutdown. So what do we do with them?
