Read the fine print. He wants the states to fund the $400 unemployment, they don't have the $, and legally they can't do it if unemployment law isn't changed. Payroll tax benefits only those making more than $100k. How's that for a start?
You are correct but its money that has already been given to the states from the cares act. The money isn't gone yet. What is left over, he basically extended the time frame for unemployment and lowered the amount given. So individuals will lose about 800 a month...
