Small business's will not prosper by opening right now, they will fall even further.

If you want to open the economy, guarantee them funding to get back on their feet. Provide enough to cover rent and utilities. Some require payroll while others are smaller. Until people start working, money can't be spent, so places like Nail and Hair will still suffer.
