US based criminals also do this. For instance, see the former DEA agent who persuaded government employees to commit procurement fraud based on the premise that he was running a secret repair-the—damage-from-Snowden operation. Experienced people fell for it.
I think that included government contractors, not just gov employees. Regardless, pushing the “Snowden” button short circuited their critical faculties. :(
