Hmm, you can always appeal if you believe the claim you received was in error. Also, here's more info on how to dispute a Content ID claim: https://yt.be/help/LKJN . Hope this gets resolved.

Everything would be solved, or at least mitigated if you guys, ONLY gave money to the claimer of the seconds on which the content is used. NOT THE WHOLE VIDEO, it is unfair. You can easly implement this

It is, they got watch time, they also have the time of the copyright. Monetised_time = (final_copyrigth- initial_copyrigth ) / total_time There you go

This will mitigate the cost of getting a copyright on fair use content, it will give companies only the time of the copyright as monetization, and it's fair for everyone. If your videos is only a song for example they get full. If you use 30s they get 30s.
