Nope. The smaller they are, the safer it is for him to go after them. All due respect to Montenegro but they aren't actually a military threat to anyone, really, and they know this.
Last year Kremlin tried to overthrow Montenegro's government and assassinate it's PM. Trump never heard of the name until his private meeting with his boss Putin.

It is! It's right on the Adriatic and the water is gorgeous. I only stayed on the coast in a town called Herceg Novi (and briefly in the capital Podgorica) but there are dense forests in the interior of the country as well as terrifying mountain roads.pic.twitter.com/Q47b0CXqhO
