Of course it was German troops. They formed Latvian batalions, yes. What do you mean by innocent? It had nothing to do with the Latvian gouvernment. Thoose who joined the germans did it to fight the russian. Simple as that.

Sure, if want to put that way. In this case it means that the Baltics had been under both Russian and German supremacy. They had to choose between two evil. They choosed the less evil, the germans. Is it really so hard to understand?
