Thanks for the question @DeVicomte! From Eric Smith: “The re-plan budget phased its reserves late in the program where delays often occur. Hence we’ve not needed any additional funds.“

Thanks! So in 2011 you back loaded expense :) I’d love to know more about fund restrictions, but this ain’t the forum LOL. We do the same in my line of work too, but for 6figures, not 9 or 10
