How much time will a researcher, who's waited half their career for this, get on the telescope? BIG downside of these mega-observatories...
It's an egalitarian process. Any researcher can propose for time on the telescope. A panel of scientists review & select best proposals.

Yes - you can find all the Hubble data here: https://archive.stsci.edu/ JWST data will eventually be available there too.
