What is the theoretical “oldest” light that we can observe? Is all light emitted since +0 after the Big Bang still observable?

I believe the currently accepted “future visibility limit” in terms of distance is 61-billion light years. Despite the fact that the Universe is only roughly 14 Billion years old.
