      Question: Why not have Webb be near the ISS in case it needs to be maintained?

      Good question! @NASAWebb will be far away because it has to operate at an extremely cold temperature. It also has to be away from the sunlight and heat reflecting off Earth and the Moon. Here's more info: https://www.jwst.nasa.gov/content/about/orbit.html …

      Our orbit around the 2nd Lagrange point allows us to use our sunshield to block the light of the Earth/Sun/Moon at all times, as we orbit the Sun in line with the Earth.           Yeah, but why don't you DEPLOY in HEO/LEO and THEN go to L-2? It's WAY late in the mission to do this now, but why wasn't this ever considered? If that was the case, we'd have had some chance of servicing in case of some malfunction?

          The reason it's delayed so much is to trim out any possibility of any malfunction... Once it is at L2, it is hard to repair.
