What is the protocol if WEBB, find clear evidence that an observed planet has intelligent life on it? "We" keep quiet and discrete observe some more, hidden from public, or pinpoint the exact location on the main world frontpage newspapers next day?

I mean maybe is not wise to make our presence in space "public" until we seat tight and quietly observe what is truly happening out there.
