"When it launches" is the key phrase. How long delayed and how much over budget is it? I'm all for it, but at some juncture NASA has to realize their contractors are just squeezing them for every last dime they can. When does NASA require them to actually execute????

NASA is aware, but they answer to Congress who view these projects a job stimulus bills; hence, massive cost and timeframe overruns are a feature and not a bug.
