I heard some time ago that there were some management problems with James Webb telescope but that NASA took more direct control. How well is the testing of James Webb proceeding to keep the project mostly on schedule and on budget for launch around early 2021?

Webb is deep into its integration & test program, w/ ~ a year to go & working towards its March 2021 launch. It's performing within its planned budget. The observatory's meeting all technical requirements necessary for the amazing science planned by the astronomical community.

Although Paul Geithner mentions he (you) are involved in technical development of James Webb, how much James Webb will be able to determine the extent and composition of atmospheres of terrestrial especially potentially habitable planets including non-transiting like Proxima b?

Webb will be able to search for molecules like water & carbon dioxide in the atmospheres of terrestrial-size planets, either via transit observations or via orbital phase variations for non-transiting planets (where the bright day-side of the planet rotates in and out of view).
