can we make a roof of solar panels over all the asphalt parking spaces, of malls for ex... would stop asphalt overheat and grab solar energy for electricity, 200% difference

There are many of those here in CA. On the thermal maps they don’t really show a reduction in temperature though. The ideal would be light surfaces, shrubs, trees AND solar.
