What's the advantage of a self-driving rover over a human-driven one? I can think of tons of potential drawbacks, but the only advantage I can think of is saving money on hours (which is probably more than cancelled out during design and implementation).

With the limit of light speed to communicate orders to rovers, humans can only give advance directions to rovers and then wait 10-50 minutes to see what happened. A self-driving rover could react in real time and make plans much faster than humans could.
