Or senerio three: we underestimated the density of the area we sent insight, and it turns out what we thought was "loose gravel" turned out to be more consolidated than we had hoped. This seems the most likely, yet, wasn't mentioned. Leading me to think it is very likely.

Imo, the reason they wouldn't even mention this as a possibility is because it would, basically, be admitting failure. Well, sometimes failure is just reality. Not admitting it doesn't make your failure not real. It ensures more failure.
