To make sure anyone carrying a gun has declared it rather than than brought it in secretly. ie, it’s so they know who has a gun.

What good does the knowledge do them if they're just letting them in anyways? They may have a concealed firearm also, which goes undetected, so it isn't as if the "declaration" is an assurance of a # they're dealing with...

I think the assumption is that if you openly come in with a firearm, you're doing it with no criminal intent.

Detector is to make sure people don't sneak concealed firearms in (you are supposed to declare your weapon before entering). Guys going through the detector with rifles are obviously going to set it off, so no point in having them pass through. They "declare" by showing them.

shouldn't the goal be to not let people with rifles in to the capitol in the first place... and knowing who has weapons is just a good first step?

Visiting the Texas State Capital a few years back. I spoke to the guards and told them I had a carry license, they checked it and asked me to go around. That's how it works if they allow people to carry inside. They just don't want surprises.
