There is no central planner for the growth of civilization, it’s an emergent phenomenon. It doesn’t matter what targets or ideals you aspire to, people will do what they want to do out of their self-interest.

To maximize the health and survivability of their offspring, mammals want to reproduce with as “fit” specimen as possible. In order to maximize the chances of this, they will do whatever it is they think they have to do to climb upwards in their local dominance hierarchies.
