As a buy/sell oscillator, I would suggest 4.5 for the top threshold. In doing so, while you missed the 3.7 sell mid-2017: 1) You made more on the other sells (being higher) & 2) If you sold at 3.7 the oscillator never got you long for 12-2017.

3.7 accounts for major climaxes that either signal a major correction or a bear cycle next. 1 accounts for despondency phases before new bull cycles emerge. As the article explains, this should NOT be used as a momentum oscillator.
