So I have four tavern quests to turn in, but no NPCs... And, no, the "move the tavern trick" doesn't work.
@kwurky If you have question marks showing up in the in, look in the basement, I've found a couple of them down there.

@MurlocQueen The question mark on the mini map is where my bonfire is at the center of the garrison, but no NPCs are there. -
