This is about the local, city laws of D.C. Not Federal. Two distinct entities.

As are the 50 states, all of which set their own policies regarding employment, benefits, & so on (including the District).
So, the city Government is saying, if you are an immigrant, we will treat you the same as we ever have. And they can.

All other considerations (immigration status, etc.) are moot, because neither they, nor the states, had that power anyway.
