And because the whole notion of "violence reduction" so far has been so exhausted, so overused, and so uncertain that people are very skeptical. But if that is only option now, as Taliban wont agree to permanent ceasefire till everything sorted, monitoring mechanism can help.
Who would both sides accept as a impartial monitor? Not gonna be easy...
But finding third party observers accepted by both sides who can be deployed in Afghanistan is not easy. That is why civilian-led monitoring is key
We need to have a definition of violence reduction to reduce violence. The lies of the Americans and the Kabul administration about violence and linked for journalists does not help. The Afghans like to see the end of the war and not a ceasefire and reduction of violence.
