Polls opened across Afghanistan in the past hour, as residents brave an all-out Taliban threat (and repeated disappointments due to fraud) to elect a new president during one the country’s most violent periods.

We are hearing Amrullah Saleh, president Ghani’s running-mate, was not able to vote because his ID verified with the required election sticker was lost in the deadly attack on his office in July.

11:30am - In hours since the polls opened, explosions (not major attacks) reported in Kandahar, Jalalabad & Kabul. More than dozen rockets in Kunduz. Complaints of technical problems trickling in, main complaint being voter names not on lists/devices.https://www.nytimes.com/2019/09/28/world/asia/afghanistan-president-election-taliban.html …

Afghanistan's interior minister Massoud Andarabi: "Our No. 1 priority is securing the day" and working to keep provincial police leaders and others out of politics “so that we have legitimacy in a difficult time.” “Elections will go, institutions will remain,” Mr. Andarabi saidpic.twitter.com/J66x54a8Or

Afghanistan’s election commission says voting extended by two hours until 5pm. Out of the 4,900 polling centers supplied, they have communication with 4,500 where voting is ongoing. Telecom towers being down has made news of about 400 uncertain - they promise clarity end of day.pic.twitter.com/c8MUqLFmiQ

Cannot stress enough how problematic the inflated voter list of 9.6 million for parliamentary vote was/remains. Was never weeded out sufficiently. New measures in place to prevent some of those fakes turning into real votes. But once they make it to Kabul, it’s fodder for dispute

The counting will happen in a crazy contested online space where one can expect the social media flooded with result sheets from both (maybe even many) sides showing their guy is ahead. Because agents of each side at the site will have access to polling station tally.

Polls close in Afghanistan and vote counting begins. Polling station tallies will likely start trickling today and tomorrow to candidates and to election commission. But preliminary results not expected for days.

Afghanistan’s ministers of defense and interior thank their troops for passing “a historical test” by largely securing a vote the Taliban had threatened to attack all out. The taliban launched 68 attacks affecting about 75 sites, MOI said.pic.twitter.com/7B7bSAkDXC

The MOI says the casualties are much less than previous two elections. But the numbers they give — about 37 civilians and two army wounded, two police and one ALP killed — seems less than what we are tallying from around the country.

The campaign chiefs of both Ghani and Abdullah, despite pointing out problems and irregularities, say their initial impression is that in general the elections seem to have been better than the past.

Afghanistan’s election commission says turnout numbers from across country still trickling to them — slowed by telecom shutdowns. Estimates they have from roughly half of polling centers is just a little over a million voters, suggesting total turnout could be around two million

How one sees the 2 million turnout, if ends up being that, depends on many factors: 1. The suffocating security reality. 2. The “9.6 million eligible voters” list it’s judged on was never credible. 3. Just how clean are the 2 million compared to old turnouts inflated by fraud.
