Wouldn't it discourage all content creators and not just Africans?
Hey @YouTube and @TeamYouTube it’s #Youtube not #YOURtube. How often will you change your monetization rules to discourage African content creators?

It would. But from my experience (and interactions) African content creators are often ignored. Last year they had a YouTube award ceremony. The most subscribed gaming channel wasn’t invited as they were told there wasn’t s gaming chategory.
