+9, 2 buffs that improve future frame advantage and damsge output, burns you if you already have those buffs, has huge vertical hitbox, and is actually relatively hard to even guard thrust/forces it to be used. 22c had the most utility out of any frame advantage giving move

I play that game too! #HibikiGang #NaotSquad I was also playing KOF 13 at a high level G! I feel when you look at what is and isn't strong it should be contextual and based upon the norm that game has set and I feel Wag 22c kinda breaks a lot of rules
