I guess that, at least most of the times, "artistic reasons" means "when a developer chooses to sacrifice fpses for graphical fidelity due to technical limitations". This would imply that even major developers will not be able to freely exploit scalability.

Fact is not all devs want to run games at 60fps. Yes 60fps looks great for some games but 30fps does provide a ‘cinematic’ look. Remember Peter Jackson’s high frame rate (48fps) for The Hobbit. That didn’t go down well with audiences which is why we’ve not had HFR releases since.

I think Phil is referring to how some titles lock fps at 30 during cutscenes even when gameplay runs at 60 fps. I've seen it on numerous PC titles. Can't wait for Stadia launch!
Also 60 fps is not future, its quality and most games to date may have their quality compromised drastically because 60 or 128 fps "doesnt mean better gaming" .
