At this time, I don’t trust all countries to retire all their nukes in good faith, no matter what treaty they sign.
Even so, the assumption is that the land and airplane based missiles don't reliably help us at all if an enemy decides to attack us first, only the submarine launched missiles are reliably useful for counterattacking.
