I think we should keep some of the submarine launched missiles until we can get an international agreement that all other countries are going to get rid of all of their nuclear weapons, too.
At this time, I don’t trust all countries to retire all their nukes in good faith, no matter what treaty they sign.

Even so, the assumption is that the land and airplane based missiles don't reliably help us at all if an enemy decides to attack us first, only the submarine launched missiles are reliably useful for counterattacking.
