We should, in concert with Russia (and other interested nations), drastically reduce our stockpiles of nuclear weapons. I don’t believe we currently live in a time when we can 100% do away with them, but we are working towards that future—eventually.
I think we should keep some of the submarine launched missiles until we can get an international agreement that all other countries are going to get rid of all of their nuclear weapons, too.
But if we think the only reason to keep nuclear weapons for now is to preserve the option of a retaliatory strike, having only submarine launched missiles is probably optimal.
