    Saudi Arabia has just taken one large step forward by allowing regular tourist visas (previously limited only to Hajj and 'Umrah "tourists"), and by removing the mandate for women, mostly Westerners, to wear the abaya out of the home. (They must still wear "modest" clothing.)
