That's not how I interpret that tweet at all. I think it refers to giving a chance to potential candidates with experience and proven temperament that will be good at governing even if they are not good at politicking.
I think she’s taking aim at politicians who think it’s their turn at higher office, who feel entitled to move up the political ladder...probably because they’ve done the ‘quid pro quo’ relational game for decades.

I do understand this is what she's doing. However, she's making more out if this statement than what was said. She can take her shot, he did aim at her first, I just wish she were being honest instead of inflammatory. (Governing instead of politicking)
