When the Democrats take the House after the midterms, they should elect Hillary Clinton to be the next Speaker of the House (technically the Speaker doesn’t have to be a U.S. Representative), so when Mueller indicts Trump and Pence, she, next in line, can become President.

If the president leaves office the Vice President becomes president, but the speaker of the house doesn’t immediately become Vice President.
That’s correct. The Speaker would, in the absence of both a President and VP, become President.

Only if something happened to them at the same time. Gerald Ford was not the speaker of the house when Agnew resigned. It is conceivable that the speaker would become Vice President, but the president can select someone else to become VP & then that person is confirmed.
