When the Democrats take the House after the midterms, they should elect Hillary Clinton to be the next Speaker of the House (technically the Speaker doesn’t have to be a U.S. Representative), so when Mueller indicts Trump and Pence, she, next in line, can become President.

Why not Barack Obama? The two-term limit would not apply because it isn't an election.

We could get Obama as Speaker, in theory, but when we start moving down the line of succession, he could not become President or VP, and the Presidency would go to the President of the Senate, which is currently held by Utah Republican Orrin Hatch. Term limits still apply.
