When the Democrats take the House after the midterms, they should elect Hillary Clinton to be the next Speaker of the House (technically the Speaker doesn’t have to be a U.S. Representative), so when Mueller indicts Trump and Pence, she, next in line, can become President.

Article I, Section 2: “The House of Representatives shall chuse [sic] their Speaker and other Officers.” To date, no Speaker of the House hasn’t been a current Representative, but there is no constitutional mandate that the Speaker must be.

The qualifications for U.S. Rep are here irrelevant, since the House could technically pick anyone to be their Speaker (presumably even a foreigner or child), whether or not he/she was/is a Representative (and because HRC exceeds the qualifications to be a Rep).
