This huge jobs creation program will turn these folks into a free floating class of state-mandated behavior ("hall") monitors. This will ensure compliance with developing speech codes and evolving social norms. It will ensure a "house style" of speech even at small businesses

Keeping someone on staff to do this permanently is out of reach for most small businesses, but this cost can be socialized by requiring all people operating in the marketplace to receive HR and therapeutic inspections. This in turn creates a lot of jobs for grad students

The grad students will be in charge of enforcing the evolving standards of conduct and rightthink they spent years studying. Doing the work will soon become essential work. Places will be shut down for failing these inspections just as they would health/safety inspections
