I've been involved in hiring work -- explicitly so for the past two years, before that on academic committees -- and I can tell you: 1) some jobs a specific proficiency (pilot, electrician, pro illustrator, etc.) 2) for the rest you can hire anyone (manager, most lib arts profs)

For category #2, you can hire anyone you want, for any reason, or no one. The elite decision makers know this, and deep down have great contempt for these roles, since the key things they produce can't truly be measured. Of course a prof can be "brilliant," but that's meaningless
