How does NPR train hosts to have vocal fry? Uptalk? Speech classes generally train people to not have it. An interesting mystery.
I’m sure it’s practiced/affected in some cases — @tereseaimee cited D Denvir as an example. But yes, when I did speech and legal forensics and then later taught those courses, I was trained in/trained students in speaking as slowly as possible, from the diaphragm, etc.
Maybe they figured they will never match BBC with it's Received Pronunciations, so they had to come up with their own thing.
