Yes, that's right. So we could theoretically just...move away from those handouts he'd hold up? Whatever that meant?
Or perhaps it's more drastic, and he'll try to order states to open back up.

Maybe he figures if the federal guideline to not gather in groups >10 "expires", there will be tremendous pressure on states to relent and governors get the blame for any economic issues. In fairness, it probably does make sense to evaluate after the first few weeks.

By "evaluate" I of course don't mean just let people run loose and pretend we're back to normal. I'm not even presupposing we'd be ready for any changes at all.
