That's kayfabe brilliance right there. Hogan cheated. It wasn't a level playing field. His hulk-up was roid rage at its apex. His title reigns all get asterisks next to them. Any wrestler benefitting from steroid enhancement is automatically called out as cheating heel.
It would be a great way to riff on the "asterisk era." This character could alternate jobbing with Mark Henry levels of dominance, and they'd have to justify it as a "growth spurt," "eating right," etc. If fake injuries can be part of the sport, why not fake fake nattys?
