I think it's more a matter of confusion.

Because what passes for the Democratic Party is a rump, McGovernite "social-issues-and-ignore-the-money" Democratic Party, which developed in the 80s and 90s. Basically, a "professional class" of people who just want to talk about social issues. Not how the money gets spread.
