I was relentlessly bullied as a child, and for a time in my late teens your take would've been correct. It wasn't until long after I stopped emulating my harassers that I realized, despite years of my parents telling me so, that they were the ones with the issues.

For the record, it's one of those things you can't be taught, you need life experience to bust you out of the bullied perspective.
