As an interlibrary loan tech, I have to hammer home the idea of proper citation and from my experience that’s what almost all plagiarism is: poor citation skills.
At UTA I watched several kids get the boot for exactly that reason, a truly sad end to their runs in the US
I’m at a small community college. We very rarely have someone dismissed for plagiarism. But we always emphasize that messing up a citation is the same as stealing another’s work and the consequences are the same. I think that makes a difference.
