when commentators say so-and-so is "better on policy" or "has more detailed policy proposals," what does that mean? a) where are these pieces of model legislation? b) who, in the harried journo world, would read them word for word? or do we just assume wonkery?
i've read 100s if not 1000s of pages of state constitutional convention notes. i've written 50k words on the OVDI provisions of the IRC. am i a wonk? good on details? i couldn't articulate precise answers to any questions about that. i'd refer to my notes.
and i taught forensics for years. how much precise policy information can be kept firmly in the forefront of the mind when answering questions off the cuff? how much can be captured in opening remarks or a speech? how much can the audience be expected to retain?
i'm not saying this is good or bad, merely that we look for "expertise" when expertise is a murky thing indeed, and i certainly wouldn't trust any expert or wonk who claims to be such. the more time i've spent with a subject, the murkier and more confusing my answers get
oc, an obsession with complexity is necessary for survival in this weird world where everything is "case by case" and no two cases are alike. call this person doctor, this person doesn't like the title, no white after labor day, this person's a terrorist / this one's a hero etc.
