I haven't looked closely at this space. Offhand, I know of devices which can do *some* of the required testing electronically, and I know of one device which can feed a chemical to a pool. But there are a lot of details I'm eliding here which would make such a project difficult.

The main chemical you need to add is chlorine. The main way to do that (in modern times) is with an SWG. Those add chlorine constantly, and you can adjust the rate. You could hook up an electric chlorine meter (with leads in the pool) to a PID, and hook that up to the SWG.
