My best guess it that part of the issue is the decline of cash. People use cards to pay for trivial purchases. Pocket change arithmetic isn't used very often.

I go to pay for something that's $9.27. I give a $10. I realize I have 2¢ in my pocket. It is not worth my time to give that to the clerk as they generally will have no clue how to do something other than what the machine tells them.

This applies to inventory managers and demand management software too. Them: "Imma order 100." Me: "The Machine says 80 and it is pretty reliable..." Them: *orders 100* Boss: "Why aren't we hitting turnover?" Them: "Forecasting software doesn't work, nothing I can do."
