Usury in the sense that money, which is sterile producrs more money. For instance, a lendor by contract law is allowed a market rate that produces interest. Compound interest etc. Now group those lendors together and a lobbying interest, you have usury as a practice.

By shifting debt around into shell companies and using high profile people to vouch for the people that run them, usurious practices can raid entire countries, such as Iceland into poverty. They shove the companies off the cliff and the state picks up the tab.

By shifting the fraction of interest on debt, even imperceptively on huge debt, you have essentially created money out of thin air. And the real capital is human labor. Its the only thing of any real value.
