I was actually imagining underground stack farms with artificial lights, although I don't think we've got good enough lights for mass agriculture yet. Then of course ventilation becomes a problem, and harvesting gets orders of magnitude more complex.

Simply install a system of rotating mirrors (powered by renewables, NATCH) to redirect the light as necessary. It's probably really easy just have the govt tell the farmers to do it
