Just usable, drinkable water per person isn't sustainable if the current population growth estimates come to pass in northern Utah. If you added in lawns and other uses the needle just drops further into the red.

disagree when there is market pricing supply follows demand pipelines are created, it's trucked in, whatever needs to be done Humans need < 5 gallons per day, tend to use 100 per day (showers, etc.) Market pricing would ensure that everyone got some, but no growing crops etc

Also, LA being right next to an ocean, California would probably be the desalination industry leader instead of Israel.

Ensure rain falling on your property is legally _yours_ (until it runs off or evaporates). Zoning laws should encourage rain collection & storage (if only by not discouraging it).
