This is downright plausible, using the Space Treaty or similar for a pretext. I'd guess it won't work; too much incentive for some country to defect and provide a permissive legal environment, a la Artemis.

It might be easier to maintain anarchist independence in habs built in hollowed-out spun-up asteroids. Though only centi-billionaires or the like could do that purely independently, so most would still have the issues flowing from collective/corporate ownership.

What about the leadership that would inevitably spring up? I feel that would be bound to happen. I feel any efficiently run colony would require leadership to delegate who's in charge of colony facets. Water, air, food production etc.
